Sectional map amendment H-152 to implement the Takoma Park Minor Master Plan Amendment was approved by roll call vote after planning staff described the measure as an administrative step to implement zoning already adopted in the master-plan amendment. The motion, moved by Councilmember Andrew Friedson and seconded by Councilmember Natalie Fani González, passed unanimously (11-0). The roll call record in the meeting shows the following members voting yes: Councilmember Luque; Councilmember Mink; Councilmember Sayles; Councilmember Friedson; Councilmember Glass; Councilmember Katz; Councilmember Albornoz; Councilmember Fani González; Councilmember Balcomb; Councilmember Gewondo; and Councilmember Stewart.
Planning staffstated the map amendment gives staff time to ensure parcel-level zoning maps match the council’s previously adopted master-plan resolution and that property owners can review proposed zoning before it is finalized.
The council also approved the consent calendar by voice/hand vote. The consent calendar included multiple items; one item highlighted by a councilmember was Executive Regulation 524, "Speed Humps for Eligible County Roadways," which the council placed on the consent calendar after tentative approval by the Transportation & Environment Committee. Councilmember Gabe Albornoz (on the council list) and others noted the regulation is intended to make it easier for communities to request speed humps as a traffic-calming measure to improve safety for pedestrians and children. The council approved minutes for the Nov. 14, 2024 closed-session report and the Dec. 3 and Dec. 10, 2024 council sessions; no objections were raised and the minutes were approved.
Administrative scheduling announcements included public hearings on the FY26 capital budget and the FY25–30 capital improvements program and WSSC Water capital improvement program to be held Feb. 5 (1:30 p.m. and 7 p.m.) and Feb. 6 (1:30 p.m. and 7 p.m.) at the council office building. The public hearing for Bill 28-24 (Employees’ Retirement System and other post-employment benefits administration power and duties) was rescheduled from Jan. 21 to Feb. 18 at 1:30 p.m.; members of the public must register in advance to testify.
