The River Falls City Council on Jan. 14 held the first reading of Ordinance 2025-1, a unanimous petition to annex roughly 26.82 acres adjacent to Paulson Road and Radio Road from the town of Troy into the city.
City staff said the petition was submitted by Joseph Casey on behalf of the Jeanette Jensen Estate. The application would change the property’s future land-use designation from Medium Density Residential to HDR (High Density Residential) and apply an R-3 multifamily high-density residential zoning classification to the site.
Staff told the council a developer is working with the estate and intends to build two to three new multifamily buildings — described in the staff presentation as either senior or market-rate — and one single-family home at the top of the hill on the property. The council opened a public hearing and asked if anyone in the audience wished to speak; no members of the public rose to comment. The council then closed the public hearing and reopened the council meeting; no council questions were raised at that time.
Because this was the ordinance’s first reading, no final action was taken. Council members did not vote to adopt the ordinance on Jan. 14; further readings or formal action would be required for annexation and rezoning to take effect.
The petition and staff presentation identified the applicant, the parcel acreage (approximately 26.82 acres), proposed land-use and zoning changes, and the developer’s conceptual plan for two to three multifamily structures and one single-family home. No development agreement, final site plan, or building permits were approved at the hearing.
