Developer and restaurant reach staging, parking and delivery accommodations for Surnau project

City staff reported Oct. 6 that they facilitated a meeting between the Surnau Group (developer) and Tallulah restaurant to negotiate construction-staging impacts for the Surnau development site on Bates Street.
Under the arrangements summarized by staff: the developer will close a northbound lane on Bates between the alley and Maple only during daytime crane operations (roughly 7 a.m.–4 p.m.) but will reopen that lane in the evenings; the developer agreed not to use on-street parking immediately adjacent to Tallulah for construction vehicles; the Surnau Group offered two public parking spaces one block south on Bates for Tallulah deliveries and agreed to split costs with Tallulah for an evening/weekend valet that would use a nearby lot at 550 West Merrill (about 35 spaces); the developer also offered graphic design treatment for a construction screening wall visible from Tallulah’s deck; and Tallulah agreed to schedule trash pickups prior to 7 a.m. to avoid conflicts when the northbound lane is closed.
Staff said the group also agreed the Surnau Group would cover certain parking costs during construction; city staff noted historically the city has not charged for construction staging parking but that the fee schedule allows charging and commissioners asked staff to bring a policy item back to the commission for consideration.
No formal action was required at the commission meeting; the report summarized negotiated mitigation measures and staff next steps.
