The Planning and Zoning Board on Jan. 15 recommended transmittal of amendments to the City of Coral Gables comprehensive plan after the city’s evaluation and appraisal report (EAR). The amendments update planning horizon dates, remove outdated references, revise parks and historic district maps and add language required by state review for sewer feasibility.
Jennifer Garcia, planning and zoning director, told the board the EAR‑based changes are the state’s routine check on local plans and that the city must transmit a package reflecting the state’s requirements. Staff said the principal technical changes are updating the short‑ and long‑term planning periods to the 10‑year and 20‑year horizons the state now expects, correcting statute citations and incorporating five recently acquired parks and a new historic landmark district along Coral Way into the plan’s maps.
Garcia said the city’s trolley ridership and affordable‑housing technical updates are included in the submission materials; staff recommended transmission after first reading so the state can begin its review. No members of the public spoke on the item.
The board voted unanimously to transmit the EAR‑based comprehensive‑plan amendments to the state review process. Board members asked staff to ensure that maps and the parks inventory are clear to the public and noted that the package does not incorporate state 'Live Local' programs because those are not required in this transmittal.
The transmission begins the statutorily prescribed review clock; final adoption of any plan changes will return to the board and the City Commission after the state review is complete.
