The Bow Select Board approved a request on Jan. 14 to expend $25,103 from the Recreation Department’s revolving fund to advance a phase‑2 agreement with H.L. Turner Group to develop an RFP and more detailed plans for a proposed recreation-center addition.
Recreation officials and consultant Bill Hickey told the board that the $25,103 would fund the preparation of documents needed to solicit competitive bids and refine cost estimates. Hickey said a previously cited $600,000 construction estimate is conservative and that an RFP would clarify the scope and likely reduce the cost estimate.
Several board members said they were comfortable letting the department use its own revolving funds for planning but cautioned that any larger construction appropriation would likely require a warrant article and public consideration. A motion to expend the revolving-fund amount carried on the board floor.
The consultant and staff said the RFP would produce accurate construction pricing and help the town decide later whether to place a larger appropriation before voters.
