Commission debates plaque locations for Memorial Hall, favors freestanding options for visibility

Commissioners discussed several design and placement options on Jan. 14 for a proposed memorial plaque at the Memorial Hall and Village Hall campus. Staff presented five conceptual options — building-mounted, pier-mounted, larger brick-mounted plaques, freestanding plaques in the plaza and plaque language options — and solicited commissioner feedback on durability, visibility and symmetry.
Bethany told commissioners that mounting a plaque directly to the landmark building would require a certificate of appropriateness and could accelerate masonry deterioration over time due to anchors, condensation and freeze-thaw cycles. Commissioners raised concerns about anchors, rust and the long-term effects of freeze-thaw cycles on brick if expansion bolts were used. Based on those concerns, commissioners generally agreed to rule out a building-mounted plaque in order to protect the historic fabric.
Discussion centered on preserving visual symmetry. Some commissioners favored two plaques — one on each side of the entrance — to maintain symmetry and to provide scope for a second plaque that would note the carillon and bell upgrades. Commissioners also favored a freestanding plaque in the landscaped area near the walkway and bench to improve public visibility, but asked staff to work with public services on exact siting and a concrete base below the frost line to avoid leaning over time.
Staff said they will contact the plaque company to request wider, more horizontal options, prepare mockups sized to actual sightlines and bring on-site mockups to the next meeting so commissioners can view scale and placement in person. Staff will also draft final language for a second plaque describing the carillon and bells for future discussion. No formal vote was taken; the item will return with vendor information and mockups.
