Council OKs site-plan amendment allowing outdoor boat display at Viking sales center

RIVIERA BEACH, Fla. — City Council voted unanimously Jan. 15 to approve an amendment to an existing site plan for the Viking sales and service center in the downtown core that replaces a previously approved warehouse structure with an outdoor display area for boats.
The resolution (13-25) approves site-plan amendment SP-24-0024 for a roughly 3.32-acre property bounded by East 16th Street, East 14th Street, Avenue C and North Broadway. Clarence Sermons, director of development services, and Curtis Thompson, principal planner, told the council the applicant is no longer proposing the previously approved roughly 9,000-square-foot warehouse and instead will use that footprint as an outdoor display area for boats, similar to a car dealership’s outdoor display.
Thompson told the council the change reduces overall building coverage from about 37% to 31% of the site and that staff determined the amendment met the six site-plan criteria. The applicant’s representatives were present and showed landscaping, fencing and a single one-way gate that will secure the display area outside of business hours.
The council asked a few clarifying questions about the percentage change and whether the reduction required council review; staff replied the difference placed the change outside staff’s 5% administrative approval threshold and thus required council approval. No public comment was submitted on the item.
The council approved the resolution by roll call vote; all members present voted in favor. Staff indicated the amendment reduces the project’s building footprint and that no other changes to the previously approved site plan were requested at the meeting.
The decision keeps the site in the downtown mixed-use land-use designation and the DC (downtown core) zoning district while allowing the changed use and modified plans to proceed under the amended site plan.
