The Defiance City Council adopted four ordinances on first or second reading and then recessed into an executive session for legal consultation.
What the council adopted:
Sewer monitoring contract — The council approved a contract to continue monitoring flow meters at eight locations required by the U.S. Environmental Protection Agency to track combined sewer overflow risks and system flow. City staff said the contract provides five-minute interval monitoring and supports internal modeling for future upgrades; the contract continues monitoring for one year as required by the city's EPA orders.
Snow truck and plow purchase — Council approved the purchase of a replacement heavy truck and plow for the City Streets division. Staff said the new truck would improve crew safety and efficiency and allow simultaneous plow and salt-spreader operations; the salt spreader itself is paid for by a State of Ohio grant. Delivery was described as targetable for the next snow season with a production lead time of roughly six to eight months before delivery.
Jefferson Avenue resurfacing — Council approved an order authorizing a contract with the State of Ohio for resurfacing Jefferson Avenue, agreed to the city's share of the project cost, and declared an emergency. Staff said the work is scheduled for summer paving and that the city will pass along timeline details once provided by ODOT.
Clinton Street (Purple Heart Bridge) additional payment — Council authorized an additional payment to the State of Ohio to complete the Clinton Street bridge replacement project, designating the bridge as the Purple Heart Bridge. Staff stated the city had placed the remaining invoice into the 2025 budget and that the outstanding balance was approximately $60,000.
Executive session — Council voted to enter an executive session for a conference with counsel concerning a dispute that could involve imminent court action, citing statutory authority (121.22(g)(3) as stated in the meeting). The motion passed on recorded voice votes and roll-call affirmations by members present.
Votes and procedure: For each ordinance, council members moved, seconded, and then recorded affirmative votes; the meeting transcript shows the mayor/president and multiple council members answering in the affirmative during roll call for adoption. Several items were presented on second reading "by caption only" and were adopted after a motion to suspend the rule and adoption vote.
No additional appropriations beyond those noted (for example, the state grant for the salt spreader) were described in detail at the meeting. The Jefferson Avenue timeline and final contractor schedule will be shared with the public when ODOT provides specifics.
