Council reviews boards and commissions assignments; clarifies terms, vacancy and meeting locations

Council members spent substantial time on Jan. 14 reviewing board and commission assignments, term timeframes and meeting logistics.
Officials clarified that the airport board and the joint planning area committee are mayoral appointments. The mayor noted a correction related to the Board of Volunteer Firefighters Pension and Relief: state code (RCW) requires the mayor and one council member be appointed to that board; the packet had listed two council members and the mayor said the appointment list will be corrected accordingly.
Council member questions prompted staff to provide term information for multiple council-appointed committees. The mayor and staff reviewed which council members are in their first or subsequent years on committees such as the Audit and Finance Committee, Capital Improvement Program Committee, Downtown Pullman Association liaison, Library Board, Lodging Tax Advisory Committee, Palouse Basin Aquifer Committee, Palouse Regional Transportation Planning Commission, Southeast Washington Economic Development Association (SWEDA) and Whitman County Solid Waste Advisory Commission. Council members requested future meeting packets include term start and end dates for appointees to ease tracking.
Other items: Council member Gaither said he may step down from SWEDA if that committee is not meeting regularly. Council member Weller clarified that the Palouse Basin Aquifer Committee meets at the University of Idaho Facilities Operations building, not at City Hall. The mayor said Council member Parks will be removed from the volunteer fire relief assignment to avoid having two council members on that board, leaving the mayor and one council member as the intended appointments.
DEIB committee: In response to a council inquiry, staff reported the diversity, equity, inclusion and belonging (DEIB) committee has six of seven members in place and that meetings are resuming with one vacancy to fill.
CIP scheduling: The mayor noted the Capital Improvement Program committee will meet the afternoon of May 7 and asked council members to ensure availability before altering committee assignments.
