City selects Kimley-Horn to develop Safe Streets for All action plan and public dashboard

Assistant City Engineer Mike Hill told the board the city issued an RFP for a Safe Streets for All (SS4A) action plan and dashboard and received three submittals. Staff ranked the proposals and selected Kimley-Horn and Associates to prepare a safety action plan aimed at preventing roadway fatalities and serious injuries in Hot Springs.
Hill said $200,000 of SS4A funding will be used to develop the action plan and an informational public-facing transportation dashboard. He told directors that the federal award totals about $280,000; $80,000 of that will be paired with $20,000 the city provided for a demonstration project (a $100,000 demonstration fund) to enable enhanced striping and crosswalk work outside the action-plan contract.
Directors asked about the geographic scope and timing. Hill said the plan will cover all of Hot Springs, including the MLK Expressway, and staff will gather earlier reports such as ARDOT studies to inform the plan. He said Kimley-Horn will hold public meetings and meet with the board. Staff intends to start work as soon as the contract is signed and asked to compress the schedule so final recommendations are available in time to seek construction grants; the plan is scheduled for completion by the end of December.
The resolution to authorize the agreement (R-2513) was presented for formal action at the Jan. 21 meeting; no board vote was recorded on Jan. 14.
