Board forms Ad Hoc Committee on Inclusivity; staff to develop toolkit and web resources

The Napa County Board of Supervisors on Jan. 14, 2025 approved formation of an Ad Hoc Committee on Inclusivity consisting of no more than two board members, and appointed Supervisors Joelle Gallagher and Ramos to the committee.
Andrew Myers, legislative and policy analyst, told the board staff recommended a two-member ad hoc structure because it falls within an exception to the Brown Act, allowing the committee to meet quickly and discuss a broad scope of issues. Myers said staff is already working with the Health and Human Services Agency and county counsel, using San Mateo County as a model, to develop materials and a staff toolkit, and that a county web page titled “Valuing, Supporting, and Protecting Marginalized Communities” is being created and will be accessible from the front page of the county website.
Myers told the board the toolkit was expected to be completed before Jan. 21 and that the ad hoc structure permits a meeting to occur quickly if staff needs to respond to a time-sensitive issue. Supervisor Gallagher volunteered to serve on the committee and Supervisor Ramos also volunteered; the board approved the committee formation and appointments unanimously among members present.
Ending: County communications staff and HHSA will continue web and toolkit development; staff indicated additional actions that require funding would be returned to the board.
