Council narrows 2025 legislative requests to three projects, scales wastewater ask to $1M

The council prioritized three appropriation requests for the 2025 legislative session and adjusted the requested amounts after hearing guidance from legislative staff and a state representative.
Council discussion and advice from legislative analyst Tim Parsons and Representative Andrade (in remarks during the meeting) led the council to narrow the number of requests and to lower the wastewater redesign ask to $1,000,000 (from an earlier figure of $3,000,000 discussed internally). The council's three agreed priorities and requested amounts were: a wastewater treatment facility redesign request for $1,000,000; Laughlin/Locklin Lake water-quality or restoration work for $500,000; and a $500,000 request to complete the Blackwater Riverwalk extension. Staff said some projects already have grant submissions or prior appropriations in play and that presenting a local match improves chances of funding.
Legislative staff present advised that fewer, smaller, well-justified projects maximize the chance of inclusion in initial appropriations drafting committees. Council members thanked staff for the guidance and asked the city manager and legislative liaison to proceed with formal submission of the three requests and to coordinate with local legislative offices for filing before the February 14th submission deadline they cited.
