Plymouth solar array producing; town seeks cash payments from co-op and awaiting federal tax-credit decision

The town’s solar array, commissioned with a ribbon-cutting Dec. 16, is producing power and now has a public monitoring link on the town website, officials said.
Grace Garvey reported that the array is online and producing and that daily production data are available on the town web page. Garvey said she completed the IRS application process for the Inflation Reduction Act elective pay with assistance from an IRS staffer and that the town is now waiting to learn whether additional information is required and for a registration number that will permit filing for the payment. "Finally, I got on the phone with an IRS guy, and he helped me finally upload the application," Garvey said.
Town staff said they have applied for the 10% low-income credit and will reapply when that window reopens in 2025. Operations monitoring is handled locally: Jesse receives daily production emails, reports an inverter under warranty was replaced promptly, and staff coordinate with system contractor and town personnel for maintenance.
A remaining operational question is how the local electric cooperative will remit the town’s net revenues: town staff said the utility has been posting credits to the town’s account but the town needs a cash payment so it can meet a repayment agreement with the Community Development Finance Authority (CDFA). The board asked staff to confirm whether a one-time cash payment (reported by a town official as potentially in March) will be issued; staff expected to follow up with the coop and with Barrington Power on a pending $10,000 PUC rebate.
Ending: Staff will follow up with the cooperative and Barrington Power about timing and form of payments, and will continue to pursue IRA and low-income credit filings.
