Commissioner Deaton told the commission that increased transient encampments and related public complaints in Ormond Beach are among her top priorities and asked staff to survey neighboring municipalities for practices that work in keeping communities safe and clean.
"Today alone, I got multiple calls about new homeless camp in my zone," Deaton said, and reported contacting property owners and providing trespass documentation with police assistance. She asked staff to compile a survey of neighboring municipalities' practices and propose a workshop to devise a strategic plan that would account for U.S. Supreme Court rulings, state law and local ordinances.
City Manager Joyce Shanahan said staff is working on that survey. Several commissioners supported the idea of a focused workshop; Mayor Jason Leslie and other commissioners agreed in the meeting record that a workshop on a coordinated approach would be appropriate.
Commissioners and staff noted existing points of contact and community providers, including a First Step homeless shelter, and signaled interest in gathering legal and operational guidance for a proactive plan. No formal policy was adopted at the meeting; staff will return with summarized survey results and a proposed workshop framework for commission consideration.
