Board of Regents briefs senators on Title IX training, campus safety audits and reporting deadlines

The Board of Regents told the Senate Select Committee on Women and Children on Jan. 15 that it is continuing systemwide work to implement power‑based violence reforms, align training and complete campus safety audits funded by the legislature.
Brianna Golden Phillips, director of government affairs for the Board of Regents, said the board is collecting training and incident data and will include training compliance and incident reporting in its Feb. 28 legislative report. The committee was reminded that 2024 legislation requires annual training for campus employees and confidential advisors and that systems must report training totals to the Board of Regents by Jan. 30.
The Regents said it has received $2 million to support campus safety assessments across the state’s four public postsecondary systems; 20 assessments have been completed and the Board expects to finish audits for remaining campuses in coming months. The audits are designed to identify facility vulnerabilities and strengthen local safety plans, including memoranda of understanding with local law enforcement.
Committee members raised concerns about complaint volume and the gap between reported incidents and formal Title IX complaints — a recurring topic at recent review panels. University representatives said the formal Title IX process is prescriptive and lengthy, which may discourage complainants from filing formal complaints after an initial report.
The board’s office said it will continue system engagement and panel meetings and will provide campus safety audit results and training metrics to the committee when they are finalized.
