Senate adopts schedule for 2025 session (HCR 15) and adjourns organizational session (HCR 14)

The Oregon Senate on Jan. 13 adopted House Concurrent Resolution 15, which establishes the 2025 legislative schedule and deadlines, and adopted House Concurrent Resolution 14 to adjourn the organizational session until Jan. 21, 2025.
HCR 15 sets specific administrative and drafting deadlines: requests for drafts of measures to the Office of Legislative Counsel are due by Jan. 17, 2025 at 5 p.m.; drafts for introduction must be submitted to desks by Feb. 25, 2025 at 5 p.m.; daily floor sessions may begin March 10, 2025; chamber-of-origin work sessions must be scheduled by March 21, 2025; committees are to consider measures in the chamber of origin no later than April 9, 2025; and other committee scheduling deadlines for second-chamber work are set through May 9 and May 23, 2025. The resolution also provides that the rules of each chamber govern matters not specified by the resolution and allows presiding officers or joint committees to establish alternate timelines for priority measures.
Senator Casey Jama moved in favor of HCR 15; the clerk recorded the roll-call and announced 28 ayes. The Senate then approved HCR 14, adjourning the organizational session and setting the regular session to convene Jan. 21, 2025; the clerk recorded 28 ayes for adoption of HCR 14 as well.
The adoption of HCR 15 provides the administrative timetable that will govern drafting, committee work and floor deadlines as the Legislature prepares for the regular session.
