Senator Casey Jama, chairing the special rules process, explained the rules package as a set of mostly carryover provisions with clarifying changes, saying the changes resulted from a collaborative process involving the secretary of the Senate’s office, both party leadership offices and committee staff. The rules were put to a roll-call vote after several senators requested the chance to speak.
Senator Daniel Bonham, speaking for the minority, said he appreciated the bipartisan process but would vote “no,” arguing the rules “give a slight advantage to the majority party” and noting a desire for an appeals process for determinations about excused absences. Senator Noah Robinson flagged concern about a new Section 17.03 that formalizes when materials may be distributed on the floor and places a role on the secretary of the Senate to decide whether distribution is allowed. Senator Mike McLean pressed for due-process protections and said he would not be present for Passover, stressing that members need a process for excusal requests.
Senator Jama closed by reiterating that the rules reflected a consensus process and invited further discussion on the concerns raised. The clerk recorded the roll-call results as 18 ayes; the motion carried.
The adopted rules govern internal Senate business, including attendance and distribution procedures, committee practice and timelines that will guide how the chamber operates during the regular session.
