Rome Common Council approves 16 resolutions and three ordinances, including library allotment and FEMA account amendment

ROME — The Rome Common Council on Jan. 8 approved 16 resolutions that largely implement allocations from the 2025 budget and enacted three ordinances, the council said on voice votes.
Resolutions passed included small donations and routine contracts to local nonprofit and service providers: a $19.65 donation from the Community Foundation (Resolution 1), $50 from the YMCA (Resolution 2), and payments to the Senior Citizens Council of Rome ($31,680, Resolution 5), the South Rome Senior Citizen Center ($10,880, Resolution 6), the Rome Art and Community Center ($32,224, Resolution 8), the Rome Cemetery Association for care of the city plot ($2,000, Resolution 9), the Humane Society of Rome ($14,000, Resolution 13), and the Rome Historical Society ($31,616, Resolution 14).
The council authorized agreements with volunteer fire departments (Lake Delta and Stanwix Heights, Resolutions 10 and 11), a contract with the Jarvis Public Library Association ($322,932, Resolution 12), and a $1,600 allocation to Mohawk Valley Community Action Agency’s Runaway and Homeless Youth Program (Resolution 4). Resolution 15 authorized a refund to Verizon for an overpayment on meter M31570 totaling $121,613.47.
The council also moved to amend the existing capital project account for Federal Emergency Management Agency (FEMA) disaster recovery public assistance funds related to disaster 4625 — remnants of Tropical Storm Fred, declared Oct. 8, 2021 (Resolution 3). The resolution text authorized the mayor to amend the capital project account; the transcript records the measure as carried by voice vote.
Resolution 16 authorized the mayor to apply for and accept a New York State Energy Research and Development Authority (NYSERDA) grant for clean energy communities in an amount not to exceed $15,000 to purchase electric landscaping equipment.
On ordinances, the council approved placement of a stop sign in the Islandburg Lane parking lot (Ordinance 9,764); removal of no-parking and two-hour parking signs in front of the closed Fort Stanwyck School (Ordinance 9,765); and the sale of a city-owned parcel on Kingsley Avenue for $1,001 (Ordinance 9,766). All three ordinances passed by voice vote with unanimous consent recorded in the transcript.
Most measures were moved and seconded by councilors as recorded in the meeting minutes. Resolution 11 (Stanwix Heights Volunteer Fire Department agreement) passed with five yes votes and one abstention; Councillor Mortis stated on the record, "President, members of the council, I'd like to would say my vote from this being a member of the Department," in remarks captured in the transcript. For other items the transcript records voice votes and unanimous consent without numeric tallies.
