Committee votes to recommend due pass on bill renaming special‑education categories

Schreiber Beck said the bill changes the label currently known as "emotional disturbance" to "emotional disability" and renames the category "hearing impairment including deafness" to "deaf or hard of hearing" within the state's special education identification rules. She asked the committee to give the bill a due pass recommendation.
Following the brief presentation, Representative Rios moved a do‑pass recommendation. A second was recorded. The committee called the roll and members present voted in favor. The clerk announced the motion carried, 12‑0‑1, and the committee recorded a due pass recommendation for House Bill 11 64.
No testimony in opposition was received during the hearing and the committee closed the record.
The bill will move forward from the Human Services Committee as a committee recommendation; further action will occur in subsequent legislative steps.
