Commission refers First Friday event plan back to committee after Kayenta visit report, seeks staff guidance on permits and fees

The Mesquite Public Arts Commission on Jan. 13 discussed restarting its First Friday event work and referred the item back to the planning committee to develop a scoped proposal for the commission and City staff.

Several commissioners reported on a December visit to Kayenta's First Friday and described low attendance, lack of street lighting at dusk and few activities. Commissioners discussed using the successful Yucca Street festival as a template and debated whether to pilot the event on Yucca Street only or expand citywide to include Mesquite Plaza and nearby shopping centers. Concerns raised included vendor permits, a previously charged $25 vendor fee, the workload for city staff to manage vendors, and whether the event should be evening-based (with lighting concerns) or daytime.

Commissioners favored starting smaller—using Yucca Street or a twin-site model including the Mesquite Plaza—while the committee refines a plan that minimizes administrative burden and clarifies whether vendor fees or permits would apply. Staff (including Nick and Estevan) were asked to advise on permitting, any city fees, and whether a per-venue or per-vendor fee model would be required. The commission directed the committee (Steve, Judy and George) to reconvene and return with a plan for the commission and, if needed, City Council.
