The Mesquite City Council on Jan. 14 approved architectural and site plan review case ASR‑25‑2 for the Enclave Apartments (also referred to as Smoky Lane Apartments), authorizing construction of a three‑story, 70‑unit multifamily development at 850 Smoky Lane (APN 001‑18‑702‑006) in the MF‑4 zone.
City staff reviewed the project against applicable design and site criteria and recommended approval. The project as presented includes two three‑story buildings (35 units each), 146 parking spaces, roughly 28.69 percent landscaped area, provision of amenities such as pool and playgrounds, and specific privacy and noise‑mitigation measures: balconies at the rear were removed, transom windows are proposed on upper floors facing single‑family neighbors, and dumpster location was placed to minimize collection noise.
Councilwoman Fielding moved approval of ASR‑25‑2; a second was recorded and the motion passed. Staff will require standard improvement‑plan submittals and building permits before construction begins, including landscaping, ADA parking and final engineering to confirm grading and drainage.
