Kansas lawmakers create new Committee on Government Efficiency, accept single bill introduction

Sen. Renee Erickson, chair of the Committee on Government Efficiency, opened the panel's inaugural meeting and set the committee's priorities and meeting cadence, and the committee accepted the introduction of a single bill aimed at repealing antiquated filings.
Erickson, who chaired the session, told members the committee would look across budgets, rules and regulatory processes to find efficiencies and "start on time and end on time." She said staff have been flooded with requests and warned the work will include both "low-hanging fruit" and longer-term systemic changes.
The committee accepted the introduction of Bill 25RS 0194 after Clay Barker, general counsel for the Kansas Secretary of State, presented the measure. Barker said the bill would "repeal what we believe are some antiquated filings with our office." After the presentation the chair asked, "Are there any objections to the bill introduction? Seeing none, we accept it." The transcript records no recorded roll-call vote on the introduction.
Members and staff used the meeting to establish administrative practices. The committee will operate paperless with meeting documents posted on the legislative website; members will receive a paper copy of the agenda at hearings. Erickson said staff were not fully prepared with content for the first meeting and that substantive work scheduled for this session would be moved to Thursday. She told members to expect frequent meetings: "plan on meeting Monday through Thursday every week and probably most Fridays," to handle the committee's broad charge.
Staff and advisers who introduced themselves included David Weese and Tamara Lawrence of the Revisor of Statutes Office, Steven Wu and Matthew Willis of the Legislative Research Department, and Connie Burns, the committee assistant. Erickson said she would meet one-on-one with members to gather priorities and concerns as the committee develops its agenda.
The committee adjourned with a plan to reconvene on Thursday to begin substantive review of materials prepared by staff.
