EDAP seeks clarification on expired earmark for Chamber sign project

Members asked the record be clarified: they requested staff email the town board and the Chamber to document that the earmarked funds were not spent, to ask why the Chamber did not carry the project forward, and to close out the item in the minutes so reviewers will not assume the funds remain available. Staff said the likely outcome is the funds expired because they were not encumbered for an actual project before the budget-year cutoff; the town finance process does not normally carry unspent advisory-board earmarks forward for multiple years.
A member asked that the board avoid assigning blame; another said the Chamber may have had staff turnover or volunteer capacity issues. The panel agreed the matter should be documented and that the Chamber should be asked to provide a written explanation if it wants reconsideration of the sign funding in a new budget year.
