Council approves communications tower permit, lighting waiver and nominations; summary of key votes
Summary
At its Oct. 20 meeting Lewisville City Council approved a special-use permit for a 135-foot communications antenna, an alternative lighting standard for Vistar Sports' outdoor courts, and reappointed local representatives to a regional emergency preparedness council; the council also approved the Old Town amended agreement on the consent agenda.
Lewisville — The Lewisville City Council acted on several discrete items during its Oct. 20 regular meeting, approving a special-use permit for a communications antenna, an alternative lighting standard for outdoor sports courts, and nominations to a regional emergency-preparedness council.
Communications antenna (Case 25-06-10-SUP) A public hearing was held and the council approved an ordinance granting a special-use permit for a 135-foot communications antenna and support structure on a 2.798-acre lot at 1093 West Main Street (northeast corner of West Main Street, FM 1171, and Valley Parkway). Planning and Zoning recommended unanimous approval, and council approved the ordinance following public hearing and motion; the vote was recorded as passing (4–0).
Exterior lighting alternative for Vistar Sports (Case 25-08-12-ALTSDD) The council approved an alternative lighting standard to permit up to 53 foot-candles for exterior lighting on outdoor sport courts at the Vistar Sports site in exchange for a condition limiting the higher intensity to areas used for sport courts or sport fields. The Planning and Zoning Commission had recommended unanimous approval; council adopted the alternative standard by voice vote.
Nominations to North Central Texas Council of Governments Regional Emergency Preparedness Planning Council (EPPC) Council nominated Council Member Patrick Kelly as the primary representative and Mayor Pro Tem Ronnie Cade as the alternate to the NCTCOG Regional Emergency Preparedness Planning Council; the nomination form will be forwarded to NCTCOG.
Other actions - The first amended and restated economic development and utility participation agreement with Old Town Lewisville tenant 1 LP and Old Town Lewisville tenant 2 LP was approved on the consent agenda (see separate article).
Votes and procedure - Communications antenna ordinance: motion to approve ordinance as set forth in the caption; vote recorded as passing (motion carried 4–0). - Vistar Sports alternative lighting standard: motion to approve with added condition limiting higher lighting intensity to sport courts/fields; motion carried. - EPPC nominations: motion to nominate Council Member Patrick Kelly and Mayor Pro Tem Ronnie Cade; motion carried.
