Two district-3 projects: proposed 15-lot subdivision and expansion of services at Wellspring Trail draw questions about use and access

Beth Garman presented two related items (20 and 21) in Commission District 3: a request to rezone a 13.81-acre tract on Bogus Road for a 15-lot residential development (item 20) and an amendment to conditions at 6000 Wellspring Trail to expand services at an existing planned office development (item 21).

Garman said the applicant for the Bogus Road site previously had approval for a multifamily assisted-living facility but returned proposing single-family detached homes; Planning Commission recommended approval with nine conditions. Commissioners questioned whether the project is for-profit and whether proceeds would fund ministry activities; Garman said the development would be privately sold and not restricted to ministry clients, and she confirmed the development is for-profit as presented to staff.

Commissioners also discussed access and infrastructure: portions of the site rely on an easement that would need to be improved and accepted as a public road, and septic/sewer availability remains to be confirmed with environmental-health reviews. Garman said the developer submitted soil studies but the environmental-health agency had not yet completed its field verification.

On item 21, Garman said the expansion of services at 6000 Wellspring Trail would allow residents of the new neighborhood access to ministry services, but the homes would be privately owned and marketed generally. Both items were recommended for approval by the Planning Commission with conditions; staff will bring the items forward for formal action at the voting meeting.
