Gartner recommends multi‑system overhaul for Clayton County jail and court software; estimates $24M–$28M program

Gartner Consulting presented the results of a county‑commissioned needs assessment on Jan. 14, recommending a programmatic approach to modernize Clayton County’s jail and court technology that combines a jail management system (JMS), a court case management system (CMS) and a central data integration hub.
"The mainframe... is called CPU 8. To be honest, it's a green screen technology," Gartner consultant Noelle Gail told commissioners, describing the county’s current core jail system as outdated and difficult to support. The team said the county’s custom development project, halted in 2024 after partial delivery, left the courts and justice systems with a fragmented set of modules and technical debt.
