During the Jan. 14 study session council members asked whether temporary/mobile message boards used to notify the public of events or street closures require a separate permit. City staff said permanent electronic message boards require a separate permit and process, but the mobile boards the city deploys for traffic revisions and street-closure notices are typically placed by staff without an additional permit.
A staff member explained the mobile message boards are used to notify the public about traffic revisions and street closures rather than to advertise events. “It’s just a street closure. That may be just staff doing that in the field if they’ve got room within the reader board,” the staff member said. Staff noted the city currently has multiple mobile boards deployed around town to identify parking and other traffic information and that they can be used near parade routes to advise residents of a street closure.
Council members asked staff to make sure signage minimizes confusion about closures and detours. Staff said they would coordinate deployment ahead of planned events where feasible. No formal policy change or permitting action was taken during the study session.
