"Senator Foster passed away early Friday morning," the senator from Dunklin said, outlining Foster's public service record: former mayor of Poplar Bluff (1979–1980), owner of Brown Window Company, an industrial engineer, National Guard service, and recent service on former Sen. Wayne Wallingford's leadership team in the Department of Revenue. The senator asked the Senate to stand for a moment of silence in Foster's memory; members complied.
The senator from Dunklin offered condolences to Foster's wife, Irene, and daughter, Carmen. No formal resolutions or votes concerning Foster were enacted during the remarks; the chamber resumed routine business after the moment of silence.
