Bryan County clears way for 206‑lot Waterways subdivision after water and sewer agreement approval

Bryan County commissioners on Jan. 14 approved a sketch plat for Parcel 30 in the Waterways community that proposes about 206 residential lots, contingent on an executed water and sewer service agreement between the county and developer Savannah Land Holdings LLC.
Planning staff described the sketch plat as proposing 104 single‑family lots and 102 townhome lots on roughly 4,747.73 acres of the Waterways development. Planning and zoning had recommended approval in November on condition that a water and sewer agreement be in place prior to final sketch plat approval.
County administrators reported that Savannah Land Holdings provided a signed execution page for the agreement and recommended conditioning plat approval on final Board approval of the water and sewer service agreement. The board approved the sketch plat with the stated condition and then voted to approve the water and sewer service agreement with Savannah Land Holdings.
Under the agreement, Savannah Land Holdings will address terms related to wastewater capacity, phasing of development and the county’s published charges (including costs per ERU described in staff materials). County staff said the development’s phasing reflects current wastewater capacity constraints and that the agreement governs service terms and sequencing.
Motions to approve the sketch plat (conditioned on the executed water and sewer agreement) and to approve the water and sewer service agreement were made, seconded and carried on the floor.
Background: The sketch plat will return for final approvals after required conditions are satisfied, including technical engineering reviews and execution of service agreements. The county record will hold the final water and sewer agreement and any phasing documents.
