Bryan County approves IGA with Richmond Hill and awards $16.1 million contract for Belfast Keller improvements

Bryan County commissioners on Jan. 14 approved an intergovernmental agreement with the City of Richmond Hill and awarded a $16,101,164 contract to Platinum Paving & Concrete LLC to advance the Belfast Keller Road improvements project.
The project covers corridor widening and new roundabouts from the I‑95 interchange to Cranston Bluff Road. County Administrator Ben Taylor described the work as converting a two‑lane section near the interchange to a six‑lane divided segment and widening to four lanes farther east, plus construction of a roundabout at Heartwood Avenue.
The commissioners also authorized county staff to execute contract documents to initiate the work. The board approved the IGA with Richmond Hill earlier in the agenda so the partners could share costs for improvements "that were not funded by private developers," according to the county presentation.
Taylor told commissioners the program is multi‑phased. He said the initial phase (including improvements near a new high school) had a total cost of about $60,000,000 and that Richmond Hill is expected to pay the majority of the Phase 2 cost — "about $15,000,000 or so," he said. Taylor added that Bryan County’s role includes facilitating and overseeing construction; final local cost-sharing will follow the IGA terms.
The motion to award the construction contract and authorize execution of contract documents was made and seconded on the floor and carried with the board’s affirmative votes.
The contract award and the county presentation did not list a final, fixed dollar obligation for Bryan County alone; commissioners asked for clarification of the county’s share and were told that estimates and cost allocations will follow the IGA and project accounting.
Background: The Belfast Keller corridor project is a joint effort among Bryan County, Richmond Hill and private developer Radiant Places. Work on multiple phases has included roundabout construction and capacity improvements; the January action advances the next major construction phase.
The county clerk will post executed contract documents and the signed IGA when they are available for public inspection.
