Cleveland Heights — On Jan. 14 the Housing and Building Committee was asked to revisit the excise-tax component of short-term rental legislation. The law department requested direction on whether to pursue an excise tax and recommended the discussion occur either in the Finance Committee or in a committee of the whole.
Committee members agreed it was appropriate to wait until the newly hired finance director has time to settle into the role and evaluate the operational impact of an excise tax. Councilwoman Larson, chair of the Finance Committee, said the finance department currently lacks capacity to implement an excise-tax collection process immediately and recommended deferring detailed discussion until Q1 so the new finance director can offer an informed recommendation.
Why it matters: An excise tax on short-term rentals would create an ongoing revenue stream and require administrative capacity to collect and remit funds. The committee’s decision to delay reflects concerns about implementation workload and the need for department-level review.
Details and next steps - Venue for follow-up: Committee members suggested revisiting the excise-tax question in a Finance Committee meeting or a committee-of-the-whole session once the finance director is onboard and has had time to evaluate operations. - Timing: Council members proposed late February through April as potential windows to revisit the excise-tax issue. - Implementation capacity: Council members noted the finance department currently lacks capacity to set up excise-tax collection immediately and that hiring a new finance director makes a delayed review appropriate.
Ending: The committee did not take a vote and will schedule the excise-tax discussion for a future Finance Committee or committee-of-the-whole meeting when the finance director is available to advise.
