Hampstead council hears update on water-system modernization; town applies for $8.15 million from MDE

Hampstead’s town manager reported that the town’s water-system centralization and modernization project remains active and that the pipeline construction bid opening was delayed two weeks to allow addenda addressing contractor questions.
The update matters because the council expects to receive an award recommendation at its February meeting and the town is seeking outside funding to cover the remaining cost of the project.
Town Manager Jim said 20 contractors requested the pipeline RFP and that addenda were required after contractors asked questions. “We need to put it into an addendum and send it out to all the bid holders,” Jim said. He said procurement packages for the granular activated carbon (GAC) and ion-exchange equipment and for pipeline construction inspection services will be sent this week for review.
Jim said the town is submitting an application to the Maryland Department of the Environment for additional financial assistance for the project. “We’re requesting 8,150,000, which is the remaining unfunded cost of this project,” he said. Jim added that the concept site plan for the water treatment plant remains under review with Carroll County Stormwater Management.
Council members asked whether the pipeline bid opening is a public event; Jim confirmed the bid opening is public and said it is scheduled for 2 p.m. He also said the town must prepare an award recommendation for presentation to the council at the February meeting.
The manager also reported unusually high water demand since the prior Sunday and attributed it to broken pipes thawing after cold weather. He asked residents to check outdoor hose bibs and properties that are unoccupied and to call the town office at 410-239-7408 if they suspect a leak.
The town manager’s update combined contract and procurement milestones, regulatory reviews, and a funding request; no formal council action on the project was recorded at this meeting.
Looking ahead, the council will receive the award recommendation at its February meeting and the town will pursue the MDE financial-assistance application while permitting and procurement continue.
