The application seeks authorization to run a dog-boarding operation on a 30.268-acre A-1–zoned parcel. Hoffner told the commission she currently boards up to 12 animals on site and is seeking flexibility to expand; staff said a suggested maximum capacity discussed in earlier meetings was 25 dogs.
The matter drew public comment from adjacent residents who described prior episodes of continuous daytime barking and asked the commission to attach conditions similar to a previous Madison County kennel special-use permit (Hart). "The noise was the first and major issue," neighbor Austin Griffin said during public comment. Richard Wernig, who lives across from the barn, told commissioners prolonged barking earlier had reduced his household's quality of life and worried higher dog counts could worsen the problem and depress property values.
