City council’s adopted biennial art plan funds murals, Depot Park improvements and public‑art installations

Leah (cultural program staff) told the Cultural Commission that the City Council adopted the biennial art plan as part of the 2025–26 budget and that several projects are funded and moving into design or scheduling.
Staff said funding for the Versum Virginia mural and the Duval Market mural was rolled into the 2025–26 budget. The Duval Market mural’s work requires several weeks of reasonably dry weather; staff estimated two‑and‑a‑half to three weeks of dry conditions for design sketching and scheduled installation likely in May or June.
The commission was also updated that a set of painted plates from a previous project will be incorporated into a walkway near Depot Park’s gateway. Public Works is designing a stand for the plates and expects to submit a permit before purchasing materials. Staff said the plates “have been picked up by both artists” and that Jolie sent an update on artist progress.
Separately, Public Works is designing a small shelter over the performance bump‑out at Depot Park and plans to augment electricity at that location; staff said materials procurement depends on permit approval and that the goal is to complete these improvements before the spring‑summer events season.
Commissioners did not vote on these items during the meeting; staff asked commissioners to help prioritize calls for artists, artist rosters and locations for public works improvements.
