The project uses a superhydrophobic coating sprayed through stencils on sidewalks so images or messages appear when the surface is wet. Ruth (artist/resident) told the commission, “Rain marks are pieces of street art that only appear when we're wet, and they're messages or images designed to make people's rainy day a little bit better.”
Leah said staff expects material costs to be modest — “a couple hundred bucks” per installation — and that labor could be provided by volunteers or commissioners. Ruth described the coating as “environmentally friendly and completely non‑toxic” and said typical installations last about eight to 12 weeks. She and staff asked commissioners to propose locations and short, family‑friendly phrases or images; one council member requested prioritizing bus‑stop areas used by schoolchildren.
Commission discussion focused on logistics: how many sites to install (staff suggested up to 10 to encourage people to visit multiple pieces), whether stencils could be produced in‑house, and whether the product manufacturer’s specifications should be reviewed before broad deployment. Staff offered to post images and a video demonstration online and to return with a draft map of proposed locations and a list of suggested phrases for public feedback.
The commission did not take a formal vote on the rainworks pilot at this meeting.
