Planning commission recommends zoning change to allow private late‑night alcohol sales at Intuit Dome

The Inglewood Planning Commission voted to affirm a categorical exemption and forward a recommendation to City Council to amend the zoning code to permit on‑site alcohol sales until 4 a.m. in a private club at the Intuit Dome.
Planner Christine Rivera told the commission that Assembly Bill 3206, approved Sept. 29, 2024, authorizes alcohol sales from 2 a.m. to 4 a.m. at arenas located in the city’s sports and entertainment overlay zone and that the Intuit Dome is the only arena in that overlay. Rivera summarized the bill’s conditions, saying it must “occur in a private area in the arena no larger than 25,100 square feet,” be limited to members of a private club, have a maximum capacity of 100 persons, be restricted to patrons 21 and older, and be limited to the hours immediately following a sporting event, concert or private event at the arena.
Gerard McCallum, representing Intuit Dome and the applicant group, described the proposal as a state‑authorized pilot program. “It is a pilot project that we've got approval by the state legislation and the governor, to test this program, within the city of Inglewood,” McCallum said. He said the private club would be tightly restricted, with a membership committee to screen applicants, a 100‑person cap and electronic tracking of drink purchases. McCallum also said venue operator Levy handles the liquor license and that the Intuit Dome coordinates with the Inglewood Police Department; he identified Lieutenant Matting as the department contact who has vetted security plans.
Commissioners asked about club location, membership vetting, security, food service and compliance reporting. City staff and the applicant said the club’s exact location and membership procedures will be finalized through tenant improvement and building‑safety review; staff said those details will appear in the building permit process. McCallum said there would be food service and described an annual compliance letter to be submitted to the planning department and the city manager that will document adherence to the bill’s conditions and other local requirements.
The commission’s formal action, moved from the dais, affirmed categorical exemption EACE2024‑147 and adopted a resolution recommending that City Council adopt zoning code amendment number 240‑0003 (agenda item identified as Zoning Code Amendment 24‑3). The motion passed unanimously. Commissioner Fowler, Commissioner Rice, Commissioner Shaw Williams (recorded on the roll as Michelle Williams), and Chairman Springs voted in favor.
City staff noted there is no local appeal on the commission’s recommendation and that the item will proceed to City Council for final consideration.
