Council authorizes negotiation with Half Associates for USDOT-funded Safe Streets plan

The Jersey Village City Council authorized the city manager on Jan. 13 to negotiate a contract with Half Associates to develop a Safe Streets for All action plan funded by a U.S. Department of Transportation grant.
City Manager Austin Bleece said the city received four proposals and evaluated them on experience with grant administration, environmental consulting and the Safe Streets for All program, proposed approach, team qualifications and past performance. Staff ranked Half Associates highest with an average score of 91.3 (274 of 300 total points); the next firm scored 88.7 (266 of 300). The ordinance authorizes negotiation only; final contract terms will return to council for approval in February.
Staff described the action-plan process as including eight required components and said the plan will produce implementable recommendations and position the city to apply for construction grants identified by the plan. The council approved the motion unanimously.
