Rock Island wins $22.7 million RAISE grant to redesign 11th Street corridor

The City of Rock Island announced it received a $22,700,000 federal RAISE grant to redesign and reconstruct a two-mile stretch of 11th Street between 31st Avenue and Blackhawk Road.
Mayor Mike Tomes told the council the project will convert the roadway from four lanes to three with a center bidirectional turn lane, install ADA-compliant sidewalks throughout the corridor, add pedestrian connections to 9th Street (home to schools and community facilities) and include green infrastructure and stormwater improvements. “This is a very competitive grant process,” the mayor said, congratulating staff and officials who worked on submissions and advocacy in Washington, D.C.
City staff described the funding package as $22.7 million in federal RAISE dollars, an additional $2.5 million in state grant funding, and $3,000,000 in city funds. Mayor Tomes emphasized that the $22.7 million is federal money but noted that local taxpayers do contribute to federal tax receipts overall.
Council did not take a separate vote on the grant award during the meeting; staff said design and project planning will continue and involve state and federal partners. The city described the project goals as improving safety, pedestrian access to schools, and long-term sustainability through stormwater and green infrastructure measures.
