Planning commission recommends approval of 30-home preliminary plat on Grama Station Road

The Johnson City Regional Planning Commission voted unanimously Jan. 14 to recommend approval of a preliminary plat for a 30-home single-family development on Grama Station Road.

Staff told the commission the project is a 30-home development operating as a planned unit development (PUD) on three parcels that were recently combined and annexed into the city on Oct. 3, 2024. The proposal meets density and sidewalk requirements, provides a pavilion and walking trails as common open space, and shows a deceleration lane at the property entrance that the developer will construct at its expense.

Planning staff said the site meets the RP-2 density allowance (the zone permits up to 34 units and the developer proposes 30), that public roads will be built to local street standards, and that water is available at the property now. Sewer will be extended and provided in 2026, staff said, a timeline the developer has acknowledged. Because this was a preliminary plat review, no public hearing was held.

Commission members asked about open-space percentages, active space, and the proposed deceleration lane. Staff confirmed the open-space and active-space requirements are met and that the deceleration lane is depicted on the plat and will be constructed by the developer. After discussion a commissioner moved to recommend approval; the roll call showed unanimous support.

The commission’s recommendation advances the preliminary plat to subsequent administrative and permitting steps, including final plat approval and coordination on the sewer extension schedule.
