Blacksburg council approves consent agenda, schedules multiple public hearings and confirms one appointment

The Blacksburg Town Council unanimously approved its consent agenda and set a slate of public hearings for Feb. 11, 2025, then confirmed an appointment to a town advisory board.
The consent agenda included approval of council minutes for Dec. 3, Dec. 10 and Dec. 17; a resolution to transfer appropriations into the FY2024–25 operating budget from prior-year encumbrances; a resolution transferring funds between capital projects, the general fund, the VDOT revenue sharing fund and the stormwater fund; and de-appropriation of unanticipated VDOT revenue-sharing funds. The agenda also included ordinance 2062, a rezoning notice for about 2.8 acres at 801 North Main Street and nearby blocks; ordinance 2063, to vacate roughly 2,000 square feet of town-owned alley right-of-way near the 800 block of Caprij Street and 900 block of Progress Street Northwest; ordinance 2072, authorizing the town manager to enter a regional tourism agreement; and ordinance 2074, authorizing acceptance and subsequent lease of property at 27100 Meadow Brook Drive. The council also indicated it would confirm the slate of Blacksburg fire officers and Blacksburg rescue squad officers for 2025.
Council members approved the consent agenda by roll call. The clerk recorded affirmative votes from Oliver; Ford; Edgar Smith; Mattingly; Sutphen; Watson; and Anderson.
The council also held a separate vote to reschedule the public hearing for ordinance 2068, a proposed rezoning of 1.5 acres at 402 Clay Street from R-5 transitional residential to planned residential zoning, and set that hearing for Feb. 11, 2025. That motion passed on a roll-call vote with Ford; Edgar Smith; Mattingly; Sutton; Watson; Anderson; and Oliver recorded as voting yes.
Later in the meeting the council moved to appoint Matthew Wright to the Blacksburg Recreation Advisory Board. The council confirmed the appointment by roll call; recorded votes included Hagar Smith; Mattingly; Sutton; Watson; Anderson; Oliver; and Ward voting yes.
The council did not take additional action on the items scheduled for public hearing; those matters will return for their hearings on Feb. 11, 2025.
