The dispute over pro forma sessions came during personal and guest announcements when the delegate from St. Mary’s County urged leadership to reconsider holding pro forma sessions that limit floor presence. The delegate said pro forma sessions reduce opportunities for constituent engagement on Monday nights and asked leadership to “go back to your leadership team and just simply reconsider the pro forma sessions.”
