She asked whether commissioners knew where the money was going and said she believed some county agencies or persons connected to county agencies were being favored. Maria said the criteria for funding and the funded activities did not match the guidance in Exhibit E (as she described it) and raised concerns that funding appeared concentrated in York City rather than countywide. She urged greater transparency and emphasized her organization’s harm‑reduction work in Hanover, noting personal experience of losing a son to addiction.
