West Chester approves submission of sewer connection management plan and corrective action to Pennsylvania DEP

West Chester's Public Works Committee recommended and council indicated consent Jan. 14 to submit a connection management plan and corrective action plan to the Pennsylvania Department of Environmental Protection (DEP) as part of efforts to expand sewer capacity.
Engineers drafted a plan intended to provide the DEP with technical details required for preliminary approval. Officials said DEP review could take three to four months. The corrective action plan is an initial regulatory step before the borough can build a new sewer main on Maple Alley and allow additional properties to connect.
Councilors said the plan will also permit the borough to issue additional equivalent dwelling units (EDUs) for smaller development projects once approved by DEP. The council did not record a formal roll-call vote at the work session; members directed the plan be moved to the Jan. 15 consent agenda.
