Council approves plans for South Hill/South Minnesota/Charles Avenue reconstruction; bids to be advertised

The Marshall City Council unanimously approved plans and authorized advertising for bids on a reconstruction project covering South Hill Street, South Minnesota Street and Charles Avenue at its Jan. 7 meeting.
City Engineer Jason Anderson described the work as a complete reconstruction of water, sanitary sewer and drainage systems around the hospital, replacing small-diameter and aging mains and maintaining the center island. He said the project estimate including engineering and contingency is $1,463,100. The project package proposes to special-assess adjacent properties and includes participation by Marshall Municipal Utilities, the wastewater fund and the Surface Water Management Utility.
The project includes reconstruction and concrete surfacing of two alleys that serve water services to adjacent homes; Anderson said replacing the alleys rather than patching them would be more durable because alleys carry garbage-collection and heavier truck traffic. He said the city notified property owners and held a public informational meeting on Nov. 21.
Council members noted the project alignment is being timed to coordinate with an upcoming Minnesota Department of Transportation project on East College Drive so elevations and roadway connections will match between projects. The council closed the public hearing, then unanimously adopted a resolution ordering the improvement and directing preparation of plans, and unanimously adopted a second resolution approving the plans and specifications and ordering the advertisement for bids. The mayor noted that because one council member was absent at the meeting, state law required a four-fifths majority of the total council (effectively unanimous of members present) for that procedural action.
Next steps: the city will advertise for bids and return later for bid award and assessment hearings if necessary.
