Harpers Ferry Town Council on Jan. 13 authorized staff to assign delinquent-account collection services for the town and Waterworks to Datamax, the company that responded to a town solicitation and that the municipal league recommends. The assignment is conditioned on creation and adoption of collection policies and coordination with the West Virginia Public Service Commission for waterworks and sewer receivables.
Council members said the town and Waterworks have a fiduciary obligation to pursue funds owed and acknowledged that the police department already has policies governing collections in some circumstances. The council directed staff to draft municipal policies for town and Waterworks collections, to ensure the collection approach complies with applicable law and PSC guidance, and to coordinate implementation with the Public Service Commission. The motion to assign collections to Datamax passed unanimously.
Why it matters: The action gives the town a vendor to pursue delinquent accounts more systematically once policies are in place; it also signals an administrative step to improve revenue recovery while safeguarding legal compliance.
What happens next: Staff will develop collection policies for council review and will coordinate with the Public Service Commission and waterworks/sewer departments before activating Datamax services.
