Iowa City operations committee reviews playground upgrades, outdoor classrooms and aging athletic fields

The Iowa City Community School District Operations Committee heard an update on outdoor spaces, playgrounds, outdoor classrooms and athletic fields during its operations meeting, where staff outlined current assets, maintenance approaches and capital needs.
Superintendent Daignely opened the discussion and praised facilities staff while noting a near-term personnel transition: “under no circumstance, will he stay with the district past February 15th,” referring to a longtime staff member who will retire. That retirement, Daignely said, contributed to recent staffing shifts in the physical plant.
Chase, a district staff member, summarized the presentation and the team’s approach to grounds maintenance and design. “We are happy to talk about this type of topic. I think it's one that really plays a tremendous part in what we do as a district,” Chase said, introducing the district’s four-tier maintenance standard (A, B, C and D) that guides frequency and intensity of care across sites.
Ben, a manager in the district’s physical plant, described progress on playgrounds and outdoor classrooms. He said the district began an extensive playground life-cycle program in 2014 and has replaced many outdated structures and added pre-K playgrounds. “We absolutely are an industry leader, when it comes to playgrounds,” Ben said, noting the district conducts third-party testing of surfacing and evaluates ADA compliance and impact attenuation.
Staff said playground work now focuses on supplemental universal-design elements (activity and tactile panels, quiet spaces) rather than wholesale replacement. The district established a 25-year life-cycle guideline for playground structures and has prioritized sites with higher special-needs populations for earlier upgrades.
Outdoor classrooms, begun in 2021 with FMGB 2.0 funding, were described as collaborative projects between site teachers, PTOs and facilities staff. Ben said high school industrial-technology classes fabricate components such as activity tables and shade shelters, which the district carpentry team installs and finishes. Tim Chambliss and Chris Press from the carpentry department were named as leads on shelter construction at multiple sites. Staff said uses vary by campus — from STEM experiments to music and art — and that some sites will add stamped compasses and other learning features later.
Athletic fields drew the most technical concern. Staff said the district maintains roughly 24 fields but that many lack modern drainage, irrigation and laser grading. Ben explained that most fields do not have tile drainage or modern irrigation controllers and that older irrigation heads are obsolete and require held inventories of spare parts. He said some fields, including Bates, are 40-plus years old and likely require coordinated renovation: “If we were to go into replace the field and get it to the levelness that we actually wanted, that track has to be level as well,” Ben said, describing why track, field grading, irrigation and subsurface tile must be addressed together rather than piecemeal.
Staff also noted constraints from unknown buried infrastructure (old foundations or utilities) that limit the depth of renovation work at some sites and complicate use of modern equipment that penetrates deeper soil profiles.
Committee members and staff discussed safety tradeoffs between natural turf and synthetic surfaces. Ben said the district has not routinely performed impact-hardness testing on natural-turf fields, though synthetic fields are more commonly tested because hardness and injury patterns differ between surfaces. He described the trade-off between synthetic turf’s higher year-round usability and recent studies raising safety concerns compared with natural grass.
Mike Murphy was introduced as the grounds lead and Dakota as athletics staff; both and other crew members were credited for maintaining extensive grounds with a small crew. Staff said the district manages about 634 acres across 36 sites with a grounds team that they described as nine core crew members for day-to-day care.
On procedural matters, the committee approved the Oct. 8, 2024 minutes by motion and voice vote. Committee members moved and seconded a recommendation to schedule a follow-up that could present the athletic study and related educational context to the full board in February; that motion carried on a voice vote. The committee then moved to adjourn and voted in favor.
The presentation outlined next steps: phased playground supplement work over the next decade, completion timelines for some outdoor-classroom projects in 2028–29, continuing third-party testing of surfacing and an athletic-field study to inform any large-scale capital plan. Staff recommended coordinated planning for athletic-field renovation because of the interdependent nature of grading, irrigation, tile drainage and track surfaces.
Committee members asked staff to emphasize instructional uses for outdoor classrooms and to return with education-focused examples alongside the athletic study. Staff said schools are already using outdoor classrooms for science, art, music and readings, and that they will continue refining designs with faculty input.
The committee’s discussion closes with staff recommending a February follow-up to present athletic needs as part of a larger facilities puzzle and the committee approving that follow-up. The meeting then adjourned.
