Council affirms planning commission pick, agrees to workshop recruitment rules after lone-applicant concerns

The Mound City Council on Jan. 14 approved the Planning Commission’s recommendation to appoint Sherry Wallace to the planning commission, but several council members used the discussion to raise process concerns after the commission received only one qualified candidate for two open seats.
Council members and staff described the situation as uncommon and said the current working rules gave commissions discretion to re-open recruitment. Several members asked staff to develop clearer, citywide policies for commission recruitment so future appointments are made from larger applicant pools. City Manager Jesse Dixon and staff said they would bring draft language to a joint council–planning commission workshop scheduled for Feb. 18.
Council voted to approve Wallace’s appointment as recommended. Multiple council members said their concern was with the process when only one applicant exists for multiple openings rather than with Wallace’s qualifications; the council discussion included options such as reopening recruitment or reducing commission size if ongoing vacancies persist.
The council directed staff to research practices used by other cities and to draft uniform appointment procedures for review at the February workshop.
