Mound council OKs final plans, authorizes bid for Phase 1 water-treatment upgrades

The Mound City Council voted Jan. 14 to accept final plans and authorize advertisement for bids for phase 1 of the city’s water treatment infrastructure improvements, a project engineers said will upsize mains between Cypress Lane, Chateau Lane and the water tower and prepare the system for a future treatment plant.
The action, introduced by Matt Baumann, the city engineer, authorizes staff to put final plans out for competitive bid. Baumann told the council the work includes upsized underground mains, a short directional drill and two open-cut trench replacements at street crossings that will require lane closures for about two weeks. He said the engineer’s estimate for this segment is approximately $1.19 million and that the work is part of a larger program funded by a 2023 state award.
Why it matters: Council members said scheduling the work this spring is important because Hennepin County has planned related projects on County Road 15; once the county mills and overlays that roadway there is a five-year moratorium on nonemergency digs. Baumann said timely city work will avoid conflicts and allow the county to finish its paving schedule.
Council members asked for clarifications about where the pipe will be open-cut and what traffic impacts residents should expect. Baumann said the work is mostly underground but will require two short-term surface disruptions where existing pipes are in casings or ductile iron that cannot be accommodated by lining techniques.
The council approved a resolution to receive plans and specifications and order advertisement for bids by voice vote. The motion passed; the transcript records an affirmative voice vote but does not show a roll-call tally for the item.
