Roselle trustees direct public recapture for West Walnut water extension to let neighbors tap in

Community Development Manager Karen Bridal told trustees that an owner at 335 West Walnut installed roughly 435 feet of water main from the Walnut/Valley intersection to serve a new single-family house and that the line passes about six properties that could connect in the future.

The owner requested a recapture agreement so subsequent property owners who tap the extension would pay a portion of the extension cost. Staff described two models: a village-owned public recapture (village collects recapture fees, retains them and manages tap-on processing) and a private recapture (the private extender owns the recapture and the village retains a processing fee and remits the remainder to the private owner). Bridal said recent village experience favors public recaptures because private recaptures require staff to track long-term ownership and contacts for decades.

Staff also said there are sufficient funds in the water-sewer extension fund to cover the recapture if the village adopts the public approach. Trustees asked a few clarifying questions about annexation eligibility for parcels on the map and whether residents had been contacted; Bridal said she would notify affected owners by certified letter after board approval. Trustees expressed support for the public recapture approach and directed staff to prepare the formal recapture ordinance for future adoption.
