Charleston County Zoning and Planning Director Joel Evans informed the Historic Preservation Commission that staff received a letter from consulting archaeologists regarding potential redevelopment at Tobin Boyd Elementary School in the Red Top community and that American Star Development plans to apply for a coastal zone consistency certification for the parcel.
Evans said the letter, sent by county consultants Aaron Brummet and Heather Caprini of SNME, is intended to alert interested parties that the South Carolina Department of Environmental Services (as stated in the letter) will require site mitigation as part of the coastal‑zone certification process and that interested parties may consult on mitigation. Evans emphasized this was an informational notice only; any determinations about mitigation will be made by the state agency as part of its permitting process.
Evans also said staff is scheduling spring site visits of county historic districts, beginning with three East Cooper districts (Phillips, 10 Mile and Hamlin Beach). He said staff is planning three separate site‑visit days (March 24–26) so commissioners can visit without creating a quorum and triggering an advertised meeting. Staff will follow up by email with scheduling details. A commissioner asked whether the site visits could qualify as continuing education; Evans said that would require approval from higher levels of the state.
Evans said copies of the letter regarding Tobin Boyd Elementary will be provided to commissioners after the meeting and reiterated that no commission action was requested at this time.
